National Urban Livelihoods Mission (NULM)
The National Urban Livelihoods Mission (NULM) department of Panskura Municipality aims to reduce urban poverty and vulnerability by enabling the urban poor to access self-employment opportunities, skill training, financial services, and social security. The department plays a critical role in empowering marginalized sections and promoting sustainable livelihoods within the urban area.
Key Functions of the NULM Department:
- Skill Development & Training (EST&P Component):
- Organizes skill development programs for unemployed youth from economically weaker sections.
- Trains them in market-relevant skills to enhance their employability or entrepreneurial potential.
- Self-Employment Program (SEP):
- Supports individuals and groups (especially women) in setting up micro-enterprises.
- Facilitates bank loans and subsidies for starting small businesses.
- Formation & Support of Self-Help Groups (SHGs):
- Promotes the formation of Self-Help Groups (especially women-led).
- Provides capacity-building training, financial literacy, and credit linkage.
- Employment Through Skills Training and Placement (EST&P):
- Partners with training agencies to train and place youth in jobs across various sectors.
- Tracks progress and offers post-placement support.
- Social Mobilization and Institution Development (SM&ID):
- Encourages community participation and mobilization for livelihood development.
- Builds and strengthens community institutions like Area Level Federations (ALFs) and City Level Federations (CLFs).
- Support to Urban Street Vendors (SUSV):
- Identifies and supports street vendors through licensing, vendor markets, and access to credit.
- Facilitates inclusion under PM SVANidhi (PM Street Vendor’s AtmaNirbhar Nidhi) scheme for working capital loans.
